Intueor provided comprehensive support for a client to redesign processes, assess capabilities and staff, and build a set of recommendations that would transform the agency.
In 2018, the client engaged an independent management consultant to conduct a comprehensive assessment of its own strategy, financial management, and operations. They sought insights and recommendations for defining and implementing a new target operating model that would build the agency into a world-class transportation corporation. The client required recommendations in the areas of strategic planning, technology planning and roadmap development, workforce business process optimization and investments, and procurement modernization.
Intueor was responsible for leading modernization of the client's Human Resource Management System (HRMS), including business process re-engineering, talent acquisition, onboarding, learning and development, performance management and evaluation, compensation, promotions, and exit management. Intueor benchmarked existing business processes, performed a business needs analysis, determined new business process flows, and delivered an implementation plan for all newly created business processes and the implementation a new HRMS system.
Intueor also reviewed about 900 non-union job titles and updated these titles with a view toward consistency of grading, job requirements, and job duties. We completed a market study to build a new salary structure similar to those used in other comparable public transportation and government agencies.
Finally, we identified organizational impacts resulting from recommendations that the client adopted, and advised on strategies for managing changes that would follow.
The future state processes, designed by Intueor, are anticipated to result in approximately 40% fewer business process workflow steps (reducing time and effort), and an increase in automation of approximately 50% of business process workflow steps, and additional streamlined processes being introduced to increase the efficiencies and cross-functional integration – with a heavy emphasis on employee self-service.
The client took a close look at their enterprise asset management (EAM) program in 2019, identifying asset handover and onboarding for both new and replacement assets as a high-impact issue. Intueor was responsible for helping manage the project and identifying several critical business improvement initiatives.
