    • In June 2011, Regional Council approved more than $800 m Light Rail Transit project
    • Aggressive schedule – project to start in 2014 and operations to commence by 2017
    • Multiple high priority objectives – capacity and competency development, appointment of a General Engineering Consultant (GEC) for development
    • Needed Program Development assistance for the project
    • Strategy Consulting – translated strategic intent on part of Regional Council into actionable project
    • Program Development – defined project charter, scope, components, requirements, financial model, delivery model, high level schedule, and project approach
    • GEC Procurement Support – developed RFP; managed vendor communications; supported bid evaluation, technical interviews, and contractor selection
    • Organizational Development Support – recommended organizational design and structure, core competencies, roles and responsibilities
    • Project Management and Analytical Support – conducted peer agency research, project managed the procurement process, supported in contract review
    • Completed GEC Procurement within schedule to allow overall program completion in timely manner
    • Acted as “owner’s representative” during bid evaluations, vendor clarifications and contract negotiations
